The Care Quality Commission (CQC) uses five key questions to assess the service a provider gives to adults who have care and support needs. Is it: 1) safe, 2) effective, 3) caring, 4) responsive and 5) well-led?

1. Safe

Safety is a priority for everyone. Everyone should always be safe and protected from bullying, harassment, harm, neglect, abuse and discrimination. If someone has to have their freedom restricted in any way, this must be done in their best interests and in line with the law.

2. Effective

Adults who use the service should have their individual needs assessed and the care, support and treatment they are given should reflect these needs and their cultural requirements too. Adults should be at the centre of the care they receive, making decisions about their care wherever possible.

3. Caring

Adults with care and support needs should always be treated with kindness, understanding and compassion, and their privacy and dignity respected. Their experience of how they are treated and supported by staff is very important. Every effort should be made to listen to what care their want and respect their choices, to achieve the best possible outcomes for them. This includes supporting them to be as independent as possible.

4. Responsive

Adults should always be actively involved and at the centre of how their care is planned and delivered. People should be able to access care in ways that meet their personal circumstances and any cultural needs they may have.

5. Well-led

The service should be inclusive to everyone and be positive about learning and improvement. Managers should support staff, and work together with other agencies, to deliver care and support to adults that is safe and person-centred.
